(a Non-Vessel Operating Common Carrier ) has a Policy against the payment of any rebate by the company or by any other officer, employee, or agent thereof, which payment would be unlawful under the United States Ocean Shipping Reform Act of 1999, (OSRA). such policy has been certified to the Federal Maritime Commission in accordance with the Ocean Shipping Reform Act of 1999 and the regulations of the Commission set forth in 46 CFR 520.
